GCAP organizations provide member services such as education & training, career development, safety, labor relations, community service, and government relations. Since 1953, GCAP has been a strong, unified voice in Harrisburg representing major contributors to employment and economic growth in Pennsylvania. The following represents GCAP’s position on our core issues.
Labor & Employment
GCAP recognizes the importance of Prevailing Wage regulations for public construction and supports reform of the current system. The Association supports activities and organizations that encourage students in elementary, middle, and high school to consider a career in construction. Additionally, GCAP supports organizations that prepare young people for jobs in the industry, like apprenticeship programs.
Procurement
GCAP supports a modernization of the Pennsylvania Separations Act that allows for choice in project delivery systems.
Green Construction
GCAP supports the use of sustainable design, energy efficiency and verifiable high-performance green building practices, which are reasonable, practical and appropriately focused on their intended result.
Infrastructure Funding
GCAP believes public investment in infrastructure is sound public policy.
Safety & Health
GCAP supports legislation and regulations that will continue to improve job site safety.
Tax & Legal
GCAP supports legislation that lessens the tax burdens on construction companies and individuals as a means to promote investment in business operations and development.
Diversity
GCAP supports the inclusion of diverse backgrounds, opinions, perspectives, experiences, and ideas in the construction industry. GCAP supports a welcoming environment in the industry to all individuals.
